Dear MEP,
On 6 July 2000, the European Parliament passed a resolution calling on "the governments of the Member States to give serious consideration to the possibility of recognising the Tibetan Government in exile as the legitimate representative of the Tibetan people if, within three years, the Beijing authorities and the Tibetan government in exile have not signed an agreement on a new Statute for Tibet, through negotiations organised under the aegis of the Secretary-General of the United Nations".
It is with great satisfaction that we welcomed the adoption of this resolution as a political act on the initiative of the European Parliament and bearing a new content. Measured and courageous at the same time, this decision clearly expressed the European values and principles in which we recognise.
However, after the deadline of July 2003, it was expected that the European Parliament assess the objectives and reformulate its recommendations accordingly through a new resolution. This did not occur.
Beyond the widespread disappointment among the Tibetans and their supporters, it is the credibility of the European Parliament that was implicated. First as an international actor, especially regarding China. But also in terms of its commitments regarding representation of 375 million European citizens at that time, thus representing our own values.
On its own level, the Tibet Intergroup of the European Parliament had considered not to exert more pressure in view of the resumption of "contacts" between Chinese officials and Tibetan envoys. Eight meetings were held between September 2002 and November 2008.
Yet during this time, the Chinese policy of colonisation, repression and sinicisation in Tibet has continued, reinforced by a greater sense of impunity. The demonstrations in spring 2008 were repressed with great brutality, at first with the whole world watching, and then hidden from the international stage. And above all, during their last two meetings in July and November 2008, the Tibetan and Chinese sides have both acknowledged the impasse in talks and expressed their disillusionment.
Therefore, we ask you to vote for a new resolution, in accordance with the commitments of the European Parliament and the terms of the resolution of 6 July 2000, now explicitly calling on Member States to recognise the Tibetan government in exile as the legitimate representative of the Tibetan people.
Considering the upcoming European elections in June 2009 and that the European Union is faced with repeated crises of confidence, the courage of the Tibetan people still gives us an opportunity to support concretely the "third way" promised by the builders of Europe. You can count on our support and encouragement when you vote for this resolution.

Therefore, I ask you to vote for a new resolution, in accordance with the commitments of the European Parliament and the terms of the resolution of 6 July 2000, explicitly calling on Member States to recognize the Tibetan government in exile as legitimate representative of the Tibetan people.
