Proposal for a draft resolution

Proposal submitted to the Tibet Intergroup bureau (23 March) and to MEPs who answered positively to the campaign (30 March). It includes some points excerpted from previous resolutions or draft motions. New and measured suggestions take account of the European Parliament's interests in the continuity of its action.

The European Parliament,

- having regard to its previous resolutions on Tibet, in particular on:
a) the 50th anniversary of the Tibetan uprising and dialogue between His Holiness the Dalai Lama and the Chinese government (12 March 2009)
b) the dialogue between the Chinese government and Envoys of the Dalai Lama (15 February 2007)
c) the Western China Poverty Reduction Project and the future of Tibet (6 July 2000)

- recalling its commitments, included in the resolution of 6 July 2000, to call on the governments of the Member States to give serious consideration to the possibility of recognising the Tibetan government in exile as the legitimate representative of the Tibetan people if, within three years, the Beijing authorities and the Tibetan government in exile have not signed an agreement on a new statute for Tibet, through negotiations organised under the aegis of the Secretary-General of the United Nations;

- recalling the eight rounds of dialogue between the government of the People's Republic of China and Envoys of His Holiness the Dalai Lama, launched in September 2002,

A. whereas the Beijing authorities and the Tibetan government in exile have not, through negotiations organised under the aegis of the Secretary-General of the United Nations, signed an agreement on a new statute for Tibet;

B. whereas eight rounds of dialogue between the envoys of His Holiness the Dalai Lama and representatives of the Chinese government have produced no breakthrough;

C. whereas the Memorandum on Genuine Autonomy for the Tibetan People, produced at the request of the Chinese government and presented by envoys of His Holiness the Dalai Lama at the eighth round of talks in November 2008 in Beijing, respects the principles underpinning the Chinese Constitution and the territorial integrity of the People's Republic of China, but was rejected by the Chinese government as an attempt at 'semi-independence' and 'independence in disguise',

D. whereas China has shown no readiness to take part in negociations on a new statute for Tibet which guarantees full Tibetan autonomy in all areas of political, economic, social and cultural life, the only exceptions being defence and foreign policy;

E. whereas a negociation process implies to assign a status to each sides and the European Parliament strongly supports the objective of a negociated settlement of the Tibetan issue.

F. whereas the recognition of the Tibetan government in exile doesn't necessarily presuppose to support the objective of independence of Tibet but reinforces and recognises the diplomatic action of the Tibetan government in exile which, in its political proposal, accepted to renounce independence, with no positive answer from Chinese government till now.

1. Calls on the governments of the Members States to engage solemnly and without further delay to recognise the Tibetan government in exile as the legitimate representative of the Tibetan people.

2. Decides, as far as the European Parliament itself is concerned, to establish official relations with the Tibetan parliament in exile.

3. Calls on the Chinese government and the Tibetan government in exile to take part in negociations on a new statute for Tibet without further delay.

4. Calls on the governments of the Member States to invite each sides to enter into negociations and host the negociation process.
